Why? The idea behind the four federations is driven by economic and strategic considerations. These federations will have very large populations, so economies of scale will be achieved for many business sectors which are not currently profitable. Global champions will be able to emerge from these federations and then conquer market share in other parts of the world. From a strategic point of view, borders are trouble. The elimination of borders inside each federation will provide a favourable context to resolve issues such as sharing of water resources, joint development of natural resources and the fight against cross-border rebel movements or criminal organisations. The specific breakdown of the four federations should be considered a starting point for discussion, a rough draft. It was a combination of analytical and intuitive approaches. Why is Morocco, a northern African country, situated in the Nigeria federation? The issue of including Morocco in the West African federation called NIGERIA has been the most controversial topic. My intent was to make NIGERIA (I write the federation in ALL CAPS to differentiate with the country of the same name, Nigeria in this instance) and its vast natural resources benefit from the human resources and stability of Morocco. Some West African countries like Nigeria and Senegal have excellent human talent already, but many others don't have the necessary human resources to become world-class countries on a stand-alone basis. I also saw an opportunity for NIGERIA *to include Morocco because of the fact that North African countries have never been able to cooperate meaningfully, mainly because of the enduring mistrust between Morocco and Algeria*. Several West Africans have also expressed concern that this proposal amounts to a "colonization" of their country by Nigeria. Improved communication and a proper spelling out of the benefits of the proposed change are required to dispel such worries. What of the complexity of religion, culture and ethnicity? Regarding ethnic issues, I believe the creation of the federations is a very positive step. Many groups are currently divided by artificial borders inherited from colonisation. The elimination of borders inside the proposed federations will make it easier for ethnic groups to peacefully revive their languages and culture with their cousins who are currently living in a different country. There are limits to what one person can achieve. I have a strong business and marketing bias, so my proposed structure of the federations reflects that.
